Can anyone tell me exactly how the FIFA world cup ticket lottery works?

I want to go to the 2014 world cup in brazil and am trying to figure out the bet way to get tickets (and yes I know it is hard) but the best idea I've had so far is to have more than person submit their email address's to increase my odds of getting drawn.
