SOFT Lips help? EOS(lipbalm) Help too !?

Ive been going crazy to try and get SOFT lips , ive been scrubbing my lips everyday with a toothbrush and then putting petroleum jelly on it but it doesnt feel like it does anything, it just sits there. Out of all the EOS flavors, which is the best to get soft lips? Or how can i get soft lips? =(
